Hospice Africa Uganda wishes to recruit a dynamic, skilled and caring Ugandan committed to palliative care to fill the following position based at our head office in Makindye, Kampala.

Programs Manager, Location: Hospice Kampala (1 Post)

Job purpose

  • Support the CED in further development and management of HAU according to the HAU mission and objectives
  • Support the Programmes Director in the area of project management and other department functions when required (Resource Mobilisation, Donor Relations and Communications).
  • Work closely with the senior management team (Education, Clinical, Finance and Admin) from within the Department of Programmes and Donor Relations.
  • Collaborate with Directors and Departments to develop, update and implement clear work plans for department activities.
  • Assist in the development and revision of policies relevant to the function of the department. Ensure clear policies are in place and referred to in practice.

Roles and responsibilities

Programme Coordination/Management:  

  • Support the development of the Hospice strategic direction, by working to articulate program objectives and goals.
  • Review and strengthen Hospice project management systems and procedures
  • Regularly update project management manual and prepare briefings on best practices in project management
  • Ensure appropriately reviewed and revised programme management framework is in place.
  • Work with relevant departments to ensure that all planned activities are properly implemented according to the approved programme documents and agreed policy guidelines
  • Be the lead for Hospice for project management contracts for existing and new donor programs.
  • Ensure all programs deliver the desired impact on beneficiaries.

Project Monitoring, Reporting and Dissemination

  • Ensure a calendar of activities is prepared for each project and activities tracked.
  • Liaise with donors concerning their requirements, reporting schedules and templates.
  • Prepare, receive and review relevant reports for quality and compliance.
  • Establish formal reporting arrangements on program progress
  • Support relevant departments, technical and financial officers in monitoring of project activities.
  • Track spending on projects through close liaison with Finance Section and retain an overview of project finances, particularly programmatic budget control in line with donor agreements and Hospice policy.
  • Ensure quarterly departmental plans, budgets and reports are in accordance with Hospice guidelines
  • Regularly monitor implementation and review their effectiveness in achieving agreed stated objectives of the program
  • Organize and facilitate evaluations of the programme in close consultation with the M&E Coordinator

Programme development

  • Support Hospice to set program objectives in accordance with the existing strategic plan
  • Assist in the development of program budgets.
  • Assist the CED and Programmes Director in negotiations with funding organizations in finalization of contracts
  • Keep Hospice team members informed about project management, business development and other activities.

Technical Support:

  • Provide technical direction/oversight of the communication, M&E and Project Management roles.
  • Provide technical skills in programme management to HAU staff
  • Keep informed through reference to the scientific and popular literature and general developments in the field of health/HIV AIDS, cancer and palliative care at national and international level.

Education:

  1. University Degree in Public or Business Administration, Law, Economics, social sciences or any other relevant field.
  2. A masters’ degree in International Development or a Health related discipline is a strong asset

Professional experience

At least 5 years of experience in Project Management.
